Electronic Procurement Scenarios
The lecture introduced the audience to the exchange of commercial information in the form of electronic documents along the supply chain by the use of standardized, authentic electronic commerce messages enabled for validation. The introduced topic had through a glance on the development and relations of standards being used along the supply chain and the relation of the activities being carried out by international, global, and regional standardization agencies.
Among the activities of standardization agencies the lecture paid special attention on the standards being developed by CEN. the lecture described the relation between CEN and the UNCEFACT organizations concerning the harmonization of electronic commerce activities.
The audience had been introduced to the business scenario of electronic commerce activities, the business processes, the parties and their activities, and the way of exchanging electronic commerce data in the form of electronic documents. The communication process and profiles of basic business processes like e-invoicing, e-ordering and the management of e-catalogues in the enterprise sector had also been covered.
Then the lecture gave some brief overview of virtual business architecture development techniques known as SOA model.
On the field of public procurement the lecture provided information of the basic business processes of public procurement and the development of legislative framework at the EU (or regional level) and that of national and/or local level.
Then the lecture covered the political activities being carried out to secure the sharing of innovative achievements between member states in the form of cross-boarder public procurement activities. The topics introduced covered the e-advertisement, e-tendering, e-ordering and e-invoicing functional packages and the profiles of standardized electronic messages being used along the business processes of electronically conducted public procurement procedures.
Among the topics the ongoing EU wide projects like CEN BII and PEPPOL had been introduced in details.
Beside of basic e-procurement functions extension tools like electronic auction and the use of electronic catalogue in the framework of public procurement had been covered as well.
Then the lecture proceeded along the most appropriate public procurement types to be the platform of electronic PUP activities like the framework agreement and dynamic procurement system. Special activities and roles like services provided by central procurement agencies, and the architecture of procurement market within the national legislative environment had been highlighted during the lectures.
The audience followed the lecture with close attention, indicated outstanding activity in discussing practical aspects of information background being attached and distributed beside of the introduction of the slides to help the participants further develop their knowledge and promote research activity in the dedicated and related fields of electronic commerce, electronic procurement and electronic public procurement.
